CHARLESTON -- The State Competitiveness Report 2007 released by The Beacon Hill Institute at Suffolk University ranked South Carolina 42nd out of the 50 states, but state officials defended the Palmetto State as a good place to do business. The seventh annual report ranks states in terms of their competitiveness based on a number of specific criteria. Those criteria include government and fiscal policies, infrastructure, education, human services, technology and business incubation.

COLUMBIA -- A grassroots non-profit organization has been formed to promote the film industry in South Carolina. Dedicated to advancing the film industry in South Carolina through education, professional training, networking and advocacy, FilmSC will focus on creating jobs, strengthening the state’s motion picture and television production infrastructure, developing opportunities and establishing an environment where talent and new media industries can flourish.

COLUMBIA -- Gov. Mark Sanford proposed increasing state spending for education, health care, public safety and conservation in his fiscal 2008-’09 executive budget released Monday. The $6.8 billion plan cuts overall spending by about $326 million. The 345-page document includes spending increases for education, health care, public safety and conservation, among other areas. The governor wants to cut state spending by consolidating state agencies, boards and commissions.

COLUMBIA -- Between the debates on immigration reform, state lawmakers are poised to tackle everything from movie making to taxing and spending when the General Assembly reconvenes Tuesday. Lawmakers prefiled 172 bills in the House and Senate in December, covering fire sprinkler installation, group health insurance, property tax reform and myriad of other issues.

COLUMBIA -- Gov. Mark Sanford will unveil his fiscal 2008-2009 executive budget Monday, expanding beyond his plans to cut the income tax rate and raise cigarette taxes. While figures won’t be released until then, Sanford again intends to introduce a budget with spending capped at the growth rates in population and inflation, Sawyer said. Several lawmakers, including Sen. President Pro Tem Glenn McConnell, R-Charleston, hope to constitutionally mandate such a limit this spring.
