COLUMBIA -- The S.C. Department of Transportation has identified four design alternatives for a proposed full interchange at the intersection of Internstate-95 and U.S. Highway 301 in Orangeburg that could cost between $37.2 million and $56.8 million. In a letter sent Jan. 24 to U.S. Rep. Jim Clyburn, D-S.C., state Transportation Secretary H.B. “Buck” Limehouse Jr. said that with any of the options under consideration, it is estimated that $2 million will be needed in the first year of the project to start preliminary design work.

COLUMBIA -- Whether South Carolina suffers recession or merely slower growth this year, the state’s economy looks much different than in 2000, the last year the state was on the edge of economic decline. “Nowadays, the South Carolina economy is looking a lot more like the rest of the United States. Therefore, I would expect it to behave more like the U.S. average,” said economist Paulo Guimaraes.

SPARTANBURG -- A China-based gravure printing company announced it would locate a $10 million manufacturing facility and about 120 jobs in Spartanburg. American Yuncheng Plate Making Inc., a subsidiary of Shanxi Yuncheng Plate-Making Group Joint-Stock Co., will build a 30,000-square-foot plant on Ian Court just off Southport Road in Spartanburg. The plant will be the company's first North American facility. The plant is expected to open for business later this year.

COLUMBIA -- Developers have canceled two major projects in downtown Columbia because of a softening condominium market locally and fears of a national recession. Columbia native Jerry Kline, owner of the Kline Iron & Metal property on Huger Street, told The State he has put his $120 million, 4.7-acre Kline Center project on hold indefinitely because of concerns about the downtown condo market.

ORANGEBURG -- Two trustees at South Carolina State University have resigned in disgust over the firing of former President Andrew Hugine. Retired Col. John Bowden and Charles Williams filed letters of resignation. In ousting Hugine in December, the board of trustees cited a performance evaluation charging him with the inability to recruit, maintain the trust of his cabinet or deal with campus security.

SPARTANBURG -- Ashley Allen, president and CEO of Milliken & Co., is set to retire this May, the Spartanburg-based company announced Thursday. Allen plans to retire after his 65th birthday. He has served in his current position since succeeding Roger Milliken in 2005. He previously served as the company's chief operating officer, as well as in other positions during his career.
