Taxing, spending and immigration top agenda for General Assembly

COLUMBIA -- Between the debates on immigration reform, state lawmakers are poised to tackle everything from movie making to taxing and spending when the General Assembly reconvenes Tuesday. Lawmakers prefiled 172 bills in the House and Senate in December, covering fire sprinkler installation, group health insurance, property tax reform and myriad of other issues.

Tax considered for roads

COLUMBIA -- A citizens committee studying ways to enhance bus service, walking trails and roads in Richland County is nearing the last leg of its trip: winnowing a long list of needs into county priorities — and recommending ways to pay for them. The core question: Whether Richland County should follow the lead of at least seven other S.C. counties by asking voters to approve a sales tax.

I-73 may cost $2 billion

FLORENCE -- No matter how you measure it, 2007 has been a big year for advocates of the proposed Interstate 73. The interstate, from Myrtle Beach to Sault Ste. Marie, Mich., could take at least 10 years to complete. It would cross six states — Michigan, Ohio, West Virginia, Virginia and the Carolinas — and traverse 80 miles in four South Carolina counties: Marlboro, Dillon, Marion and Horry. The interstate will cost close to $2 billion for the South Carolina part alone.

S.C. universities ranked

Three Palmetto State universities rank among the best deals in public education, according to a list to be released in February by Kiplinger financial magazine. The ranking accounts for student SAT and ACT scores, university enrollment, student-faculty ratio, graduation rates, total cost and average student debt after graduation. Clemson claims the highest spot among the three, ranking No. 33 of 100, but fell from No. 29 last year.

Court hears smoking ban

HILTON HEAD -- The power of cities and towns to ban indoor public smoking in South Carolina will be called into question before the state's highest court this week, and its decision has the potential to quash smoking bans across the state. The argument to be heard by the South Carolina Supreme Court stems from an appeal by Greenville.

Gov. Sanford set to unveil executive budget

COLUMBIA -- Gov. Mark Sanford will unveil his fiscal 2008-2009 executive budget Monday, expanding beyond his plans to cut the income tax rate and raise cigarette taxes. While figures won’t be released until then, Sanford again intends to introduce a budget with spending capped at the growth rates in population and inflation, Sawyer said. Several lawmakers, including Sen. President Pro Tem Glenn McConnell, R-Charleston, hope to constitutionally mandate such a limit this spring.
