Last week I posted a story about Bank of America’s plans to offers credit cards to customers who have neither a Social Security number nor any established credit history. The people most likely to take advantage of such of an offer would be illegal immigrants.

Bank of America’s test program has stirred heated debate. Bank of America Corp. Chairman Ken Lewis is defending the program as a way to help people build their credit, not a way to target illegal immigrants.
