MYRTLE BEACH -- Developer Burroughs & Chapin Co. Inc. owns the beach adjacent to the former Myrtle Beach Pavilion site, a circuit court judge has ruled. The city last year sued B&C over ownership of the land, in part to keep the developer from using the block-long stretch of beach as part of a private resort. The city's Downtown Redevelopment Corp. wants to build a public boardwalk on the property.
