RICHLAND COUNTY -- Darrell's, a working-class lounge along Interstate 77, sells pickled eggs, pistachios and potato chips. But in 30 years, the place has never had a kitchen, and owner Darrell Holmes objects to paying Richland County's 2% restaurant tax.
