CHARLESTON -- An attorney with the Mount Pleasant-based firm Motley Rice will be part of President-elect Barack Obama’s education and labor transition team.

Mary Joyce Carlson will be responsible for reviewing the National Labor Relations Board, ensuring that agency officials have the information and budgetary data necessary to preserve continuity of leadership and prepare for effective signature policy initiatives.

The National Labor Relations Board oversees laws that govern relations among unions, employees and employers in the private sector. Congress established the board in 1935 to administer the National Labor Relations Act.

Carlson served as deputy general counsel of the National Labor Relations Board from 1993 to 1999 under President Bill Clinton. She conducted investigations and led prosecutions of cases involving unfair labor practices, organized representation and collective bargaining.

During the past 20 years, Carlson has addressed legal issues of labor, health care and employment law as a representative or consultant for unions including the Service Employees International Union, the Teamsters union and UNITE HERE.

Carlson joined Motley Rice in July. She works on securities and consumer fraud litigation, anti-terrorism, human rights and violent crime cases in the United States and abroad.
